Job Purpose

The Deputy Director, Supply Chain Management is responsible for providing advisory to the Accounting Officer on the effective and efficient procurement of goods, works, services and disposal of assets while ensuring compliance with the relevant laws and regulations.

  • Cumulative period of fifteen (15) years’ relevant work experience three (3) years of which should have been in the grade of Assistant Director, supply chain Management or in a comparable position;
  • Bachelor’s degree in any of the following disciplines: – Supply Chain Management and Logistics, Purchasing and Supplies Management, Procurement and Supplies Management, Procurement, Commerce (Supplies Management Option) Business Administration (Supplies Management option) or an equivalent qualification from a recognized and accredited institution;
  • Master’s Degree in any of the following disciplines: – Supply Chain Management, Logistics and Supply Chain Management, Procurement, Business Administration (Supplies Management Option) or equivalent qualification from a recognized and accredited institution;
  • Certified Procurement and Supply Professional of Kenya (CPSP-K) Course or equivalent qualifications from a recognized and accredited institution;
  • Certificate in Leadership Course lasting not less than four (4) weeks from a recognized and accredited institution;
  • Membership to Kenya Institute of Supplies Management (KISM) or relevant professional body;
  • A valid practicing certificate from a relevant professional body where applicable;
  • Proficiency in computer applications; and
  • Demonstrated managerial, administrative, and professional competence as reflected in work performance and results.
    • Leading in the development of policies, Procedures and best practices in Supply Chain Management.
    • Providing advisory/professional opinion to the Accounting Officer on all procurement and asset disposal matters.
    • Coordinating the preparation of the corporate annual procurement and disposal plans and monitoring and reviewing their implementation;
    • Overseeing the maintenance of good supplier relationships management;
    • Developing accountability structures, overseeing periodic reporting and monitoring the performance indicators for Contracts, Procurement and Logistics.
    • Initiating and innovating strategies for managing inventory levels that optimize consignment stocking, framework contracts geared to create value for money;
    • Coordinating the contract management process;
    • Reviewing Supply Chain documents prior to issuance and publication;
    • Coordinating Supply Chain Governance through compliance and reporting in accordance with the Public Procurement and Assets Disposal Act 2015 and Regulations;
    • Coordinating the development of programs, work plans and budget for the Department;
    • Overseeing the Procurement cycle documents Management; and
    • Overseeing the departmental performance contract to ensure achievement of set targets
