Catalytic Capital Structuring Lead Job

  • Provide technical advisory on the design and execution of securitized or structured debt transactions
  • Support the development of tranching frameworks and credit enhancement structures
  • Analyze underlying loan portfolios and design packaging strategies to appeal to institutional investors
  • Assess the potential for sovereign securitization and refinancing of legacy public debt (e.g., energy sector receivables, contingent liabilities).
  • Design securitized structures for government-linked assets or revenue streams to improve fiscal outcomes.
  • Support the transaction design, stakeholder mapping, and preparation of term sheets or roadshow materials targeting concessional or institutional investors.
  • Build structuring frameworks and tools that can be used by DMOs across multiple African countries.
  • Engage with legal, regulatory, and investment stakeholders to ensure transaction feasibility
  • Document methodologies, frameworks, and transaction models for internal knowledge sharing
  • Contribute to the agency’s broader capital market development strategy in target markets.
  • 8-12+ years in structured finance, securitization, or structured debt advisory
  • Experience working on transactions involving multilateral capital, institutional investors, or blended finance
  • Proven track record designing risk-tranched instruments or similar capital structuring tools
  • Familiarity with regulatory and legal frameworks governing capital markets in Africa (preferred)
  • Prior work with or alongside DFIs, development banks, or asset managers preferred
  • Experience advising Ministries of Finance or public institutions on capital structuring or liability management.
  • Experience structuring sovereign-backed or government-linked instruments.
  • Familiarity with public financial management (PFM) and sovereign risk analysis

Technical Requirements:

  • Deep understanding of capital market instruments, securitization models, and investor structuring needs
  • Strong financial modeling and credit risk analysis skills
  • Experience advising on or structuring SPVs, credit enhancements, guarantees, or synthetic risk transfer products
  • Working knowledge of fund structures and institutional investor mandates
  • Ability to interface effectively with both public and private sector actors
