To support the manage the SACCO’s human capital function through effective coordination of recruitment, employee relations, performance management, training and development, staff welfare, compliance, HR administration, and implementation of human resource policies and procedures in line with employment laws, SACCO policies, and organizational strategic objectives.

The role is intended to establish structured and professional HR systems within the SACCO while supporting a high-performance culture, employee discipline, accountability, and institutional growth.

The Senior Human Resource Officer shall serve as the principal staff resource person on day-to-day human resource matters and shall coordinate HR operations for the SACCO’s growing workforce. The role requires a mature, respected, highly organized, confidential, and firm professional capable of engaging staff and management professionally while ensuring compliance with labor laws and internal policies.

The position is operational and advisory in nature and is expected to progressively strengthen institutional HR structures, systems, culture, and staff productivity.

The Senior Human Resource Officer shall:

  • Coordinate recruitment and onboarding processes;
  • Support performance management and staff appraisal systems;
  • Maintain employee records and HR documentation;
  • Coordinate staff training and development initiatives;
  • Support implementation of HR policies and procedures;
  • Manage employee welfare and relations matters;
  • Ensure compliance with labor laws and statutory requirements;
  • Coordinate disciplinary and grievance handling processes;
  • Support payroll administration and staff benefits coordination;
  • Advise Management on HR best practices and organizational culture;
  • Promote professionalism, accountability, teamwork, and ethical conduct within the SACCO.

Recruitment and Staffing

  • Coordinate recruitment, selection, and onboarding processes.
  • Prepare job descriptions, interview schedules, and recruitment documentation.
  • Coordinate induction and orientation of new staff.
  • Maintain updated staff establishment and manpower records.
  • Support succession planning and talent management initiatives.

Human Resource Administration

  • Maintain accurate and confidential employee records and HR databases.
  • Prepare employment contracts, confirmation letters, transfers, promotions, and other HR correspondence.
  • Coordinate leave administration and attendance management.
  • Ensure proper filing and custody of personnel records.
  • Monitor staff probation and confirmation processes.

Performance Management

  • Coordinate staff performance appraisal processes.
  • Monitor implementation of performance improvement plans.
  • Support development of departmental KPIs and performance targets.
  • Generate HR reports and workforce analytics for management.

Employee Relations and Welfare

  • Handle employee relations matters professionally and confidentially.
  • Coordinate disciplinary and grievance handling processes.
  • Promote staff engagement, teamwork, and positive workplace culture.
  • Coordinate employee wellness and welfare programs.
  • Advise staff and management on HR policies and procedures.

Learning and Development

  • Identify staff training needs and coordinate training programs.
  • Maintain staff training records and development plans.
  • Support implementation of leadership and capacity-building initiatives.

Ensure compliance with:

  • Employment Act;
  • Occupational Safety and Health requirements;
  • NSSF, NHIF/SHIF, PAYE, Housing Levy and other statutory obligations;
  • SACCO HR policies and procedures.
  • Participate in development and review of HR policies, manuals, and procedures.
  • Support implementation of HR audit recommendations.

Payroll and Benefits Coordination

  • Coordinate payroll inputs including leave, overtime, deductions, and staff changes.
  • Support administration of staff benefits and insurance schemes.
  • Liaise with Finance Department on payroll reconciliation matters.

Organizational Culture and Institutional Development

  • Promote organizational values, discipline, accountability, and professionalism.
  • Support change management and institutional strengthening initiatives.
  • Assist Management in building a high-performance and member-focused culture.

Relational Responsibilities

  • Maintain confidentiality and professionalism;
  • Promote fairness, integrity, and transparency;
  • Foster positive employee relations;
  • Provide guidance and support to staff and management.
  • Bachelor’s degree in: Human Resource Management, Business Administration, Commerce, Public Administration, Industrial Relations, or related field from a recognized institution.
  • Membership to IHRM Kenya in good standing.
  • Minimum of five (5) years relevant HR experience, at least three (3) of which should be in a senior HR administrative or supervisory role.
  • Higher Diploma in Human Resource Management will be an added advantage.
  • CHRP(K) qualification will be an added advantage.
  • Experience in:

  • Experience in a SACCO, financial institution, cooperative, or regulated environment will be an added advantage.
